| ENINVEST, together with Beacon Energy LLC (McLean, VA, USA) and Artemel International (Alexandria, VA and Istanbul, Turkey), was selected to continue a previous assignment related to the feasibility study for repowering the Buzau Central Heating Plant by building the necessary documents in order to attract an investor for the facility. For the moment it is thought to be a Public Private Partnership scheme, but the final decision will be taken depending on the final investor. |
| Feasibility study for the rehabilitation and modernization of the heating source of the district heating system from Buzau City |
| ENINVEST, together with Beacon Energy LLC (McLean, VA, USA) and Artemel International (Alexandria, VA and Istanbul, Turkey), was selected through a competitive Request for Proposals (RFP) to conduct a feasibility study on a prototype cogeneration repowering for the Buzau, Romania district heating system, financed from a USTDA grant. Repowering the existing plant with cogeneration capabilities will improve system efficiencies and improve the reliability of heat and lower consumer costs. The three main objectives of the Buzău City Municipality from the repowering project are: 1. To improve the quality and efficiency of the district heating plant 2. To recover project costs and potentially reduce customer electricity costs from the production and sale of electricity 3. To have the project implemented through some private third party development and ownership arrangement such as a BOT. A third-party could recover its investment from electricity sales, thermal sales and potentially from carbon credits. The Buzau system is a good candidate for a prototype repowering because the heat transport and distribution parts of the system have been thoroughly modernized with European Bank for Reconstruction and Development (EBRD) funding. Its system losses are minimal, efficiency is high compared to other municipal district heating systems in Romania, and the system has a high rate of payment and collection from its customers. |

| Iasi District Heating – Technical Feasibility Study Update |
| ENINVEST was the local partner within the Consortium led by Electrowatt–Ekono Ltd. (Switzerland) in working-out this feasibility study required by EBRD to decide on the financing of the rehabilitation of the district heating system. The beneficiary of this study is CET Iasi SA, the municipal district heating company, which comprises the CHP Iasi as well as the heat transport and distribution system. Iasi Municipality is interested in investing in the least cost option for supplying heat and hot water to the city. The Consultant performed the following tasks under the assignment:

| Environmental Conditions Improvement by Modernization of Otopeni Thermal Plant / Bucharest, Romania |
| ENINVEST was acting as the local consultant of Geriatry and Gerontology National Institute “Ana Aslan”, Romania, within the EcoLinks Program Challenge Grant – 5th cycle that worked out the Full Application for obtaining an USAID grant in order to perform the feasibility study “Environmental Conditions Improvement by Modernization of Otopeni Thermal Plant”. The study was performed during the year 2002. ENINVEST SA, together with its partner Artemel International (Alexandria, VA and Istanbul, Turkey) performed this feasibility study following a financing provided by EcoLinks Programme (part of USAID Programme) to secure reliable and efficient heat generation at the Otopeni Complex. There were considered the technical, environmental and economic aspects of installing three different co-generation systems and modernizing the Heat Only Boiler Plant in order to determine the most feasible and appropriate system. The main purpose of the project was to cover the Clinic’s heat demand at the lowest emissions and lowest cost possible, and to ensure a consistent supply of energy. With the implementation of this system, greenhouse gas emissions and heating costs are notably reduced. |
